Provide Technical Support to the Water Regional Panel in the Region of Coquimbo
Developing Regional Water Strategies
Achieving a greater participation of regional
entities and other relevant actors in the regional planning and policy decisions
has been defined as a top priority in the Public Work Department modernization
process, as well as reinforcing water planning at a basin level and the ability
to control the use of water resources.
The process to create regional water panels
was undertaken with this purpose, including the Region of Coquimbo.
Therefore, a covenant was subscribed between
the General Water directorate and CAZALAC on April 28, to provide “Technical
Support to the Regional Water Panel of the Region of Coquimbo and develop regional
water strategies.”
According to CAZALAC’s proposal,
which was accepted by the General Water Directorate, the process includes:
- A first stage that involves activities aimed at obtaining a consented
regional diagnosis regarding the water resources current status, including
all the relevant aspects: social, economic, cultural and environmental.
- A second phase is focused on identifying an action strategy for the Panel.
- The third phase will develop an Action Plan that will commit all the involved
parties to develop their relevant tasks within the plan, in a coordinated
and participative way.
The purpose of this initiative is to obtain
greater coordination when planning and defining projects related to water development
and use at a national level, whether or not they involve the Public Works Department,
to ensure that projects can benefit from any potential synergies. When developing
action plans, the trend should be that basic studies, pre-feasibility and feasibility
studies, and the work to be executed are developed within a mutually coherent
scenario, consistent with territory needs and possibilities, so that development
line actions are defined on a reportedly and participative basis.
An important aspect when installing the
regional panels is the follow-up of actions and agreements by appointing an
entity or professional to ensure this.
Main activities
- Coordinating
activities
Three coordinating meetings were held
between CAZALAC, the General Water Directorate and the Panel Operating Committee,
both in Santiago and La Serena, with the purpose of adjusting the criteria on
strategies, work methodologies and contents of the first workshop; revision
of the preliminary diagnosis and list of potential participants, prepared by
CAZALAC.
- Development
of the First Extended Committee Workshop
The objective of first workshop was to
agree upon a diagnosis of the current and future status of regional water resources,
on a participative basis and identify issues of interest to be addressed by
the regional water panel.
Written and digital invitations were distributed
with this purpose to authorities and relevant actors in the Region, which included
informative and reflexive material.
The workshop took place on Tuesday, September
30 from 10:00 to 13:45 at Hotel Francisco de Aguirre in La Serena with 51 participants,
including people from the public sector and privates that are directly related
to water resources issues (see Attachment I: Invited people and Attachment III:
Participants).

- Invitation to the Second Extended Committee Workshop
The second workshop to develop the “Regional
Water Panel of the Region of Coquimbo” will be held on Tuesday, November
18, 2008.
The main purpose of the workshop will be progress, on a participative basis,
in identifying structure and defining concrete actions that the regional water
panel should develop, as indicated in detail in the attached report.
Place: Lido Italiano tourism complex located in La Herradura, Coquimbo, Las
Dunas Street Nº1111, La Herradura, Km 455; from 09:30 to 18:00
